Impartiality Policy

TPS Xperts Global Certifications Private Limited is committed to the impartiality of its management system certification activities. This policy sets out our obligations and the structures we maintain to safeguard objectivity.

1. Commitment to Impartiality

The management of TPS Xperts Global Certifications Private Limited is fully committed to impartiality in conducting its management system certification activities. TPS Xperts manages potential conflicts of interest and ensures the objectivity of its management system certification activities.

TPS Xperts understands impartiality to mean objectivity โ€” the existence and application of objectivity. Actual impartiality and the perception of impartiality are equally important to TPS Xperts and to all clients and interested parties who rely on the integrity of our certification services.

2. Independence from Consultancy

TPS Xperts does not and shall not provide management system consultancy services. This prohibition extends to all forms of implementation advice, internal auditing services to clients, and any activity that could create a relationship that threatens the impartiality of certification.

Specifically, TPS Xperts shall not:

  • Provide certification services to other certification bodies for their QMS activities
  • Provide management system consultancy services to any organisation
  • Provide internal audit services to certified or applicant client organisations
  • Outsource audit activities to management system consultancy bodies
  • Create an impression that the use of specific consultancy organisations would be advantageous in obtaining certification
  • Provide services to organisations where existing relationships with personnel could threaten impartiality

3. Impartiality Committee

TPS Xperts operates an Impartiality Committee comprising individuals who represent the interests of a wide range of parties significantly interested in management system certification. The Committee provides an independent oversight function to safeguard impartiality.

The Impartiality Committee is responsible for:

  • Developing and maintaining policies on impartiality matters
  • Counteracting any commercial, financial or other pressures that might compromise the impartiality of certification activities
  • Advising on confidence and public perception issues related to certification
  • Conducting annual reviews of audit, certification and decision-making processes
  • Identifying and reviewing potential threats to impartiality arising from any source

4. Threat Identification & Management

TPS Xperts continuously analyses, documents and manages threats to impartiality arising from its activities, its relationships with interested parties, and relationships of its personnel. Where threats are identified, the following categories are considered:

  • Self-interest threats โ€” threats arising from financial or other self-interest
  • Self-review threats โ€” threats from reviewing one's own work or that of colleagues
  • Familiarity threats โ€” threats arising from too close a relationship with a client
  • Intimidation threats โ€” threats from feeling deterred from acting objectively

5. Governing Standards

This policy is maintained in accordance with ISO/IEC 17021-1 and all applicable IAF Mandatory Documents governing impartiality requirements for management system certification bodies. This policy is reviewed annually by top management and the Impartiality Committee.

This policy is publicly available and displayed at all TPS Xperts offices and on this website.

1. Quality Commitment

TPS Xperts Global Certifications Private Limited is committed to providing transparent, neutral, independent and competent management system certification services. Our certification services are designed to help client organisations demonstrate their quality commitment and enhance value to their customers and stakeholders.

This Quality Policy is established by top management and reflects our unwavering commitment to maintaining the integrity and value of the certifications we issue.

2. Management System Standards

The management system of TPS Xperts is operated in accordance with the requirements of the accreditation board and all applicable statutory and regulatory requirements. We commit to:

  • Maintaining a documented management system aligned with ISO/IEC 17021-1
  • Meeting applicable regulatory and legal requirements
  • Continuously improving the effectiveness of our management system
  • Ensuring all certification decisions are made by qualified, independent personnel
  • Maintaining the competence of all personnel engaged in certification activities

3. Conflict of Interest Management

TPS Xperts actively identifies and resolves all potential conflicts of interest that may arise from its operations, relationships and the activities of its personnel. All personnel are required to declare any actual or potential conflicts of interest. Where conflicts cannot be adequately mitigated, the personnel concerned are excluded from the relevant certification activities.

4. Continual Improvement

TPS Xperts fosters an organisational environment in which all personnel are motivated and empowered to contribute to the continual improvement of our services, processes and management system. We commit to:

  • Monitoring and measuring client satisfaction and feedback
  • Conducting regular internal audits and management reviews
  • Setting measurable quality objectives and monitoring achievement
  • Responding to complaints and appeals as opportunities for improvement
  • Benchmarking our processes against recognised best practices

5. Policy Availability

This Quality Policy is reviewed periodically by top management to ensure it remains appropriate to the nature, scale and complexity of TPS Xperts' activities. The policy is communicated to all personnel and made available to all clients, stakeholders and interested parties.

The policy is publicly displayed at all TPS Xperts offices, on this website, and included in all TPS Xperts brochures and client documentation.

Appeal Handling Procedure

TPS Xperts operates a formal, documented appeals process in accordance with ISO/IEC 17021-1. All appeals are investigated objectively by personnel not previously involved in the decision under appeal.

1. Grounds for Appeal

An appeal may be submitted by an applicant, certified client or interested party wishing to contest any decision made by TPS Xperts relating to their certification status. Notice of appeal must be submitted in writing within 14 days of the official notification of the decision.

2. Appeals Panel

Upon receipt of an appeal, the Managing Director shall advise the Board of Directors and the Impartial Committee. An independent Appeals Panel will be constituted comprising a Chairman and two members of the Impartial Committee with relevant technical expertise. All panel members must be independent of the original decision.

3. Process & Timelines

  • Appeals Panel meeting held within 30 days of receipt of appeal
  • Appellant given at least 7 clear days written notice of meeting
  • Both appellant and TPS Xperts representative may be heard in confidence
  • Decision communicated to appellant in writing within 7 days of the panel decision
  • Prior certification decision remains in force pending the appeal outcome

4. Final Decision

The majority decision of the Appeals Panel shall be final. Results of previous similar appeals are taken into account. TPS Xperts ensures that submission, investigation and decision on appeals shall not result in any discriminatory actions against the appellant.

Complaint Handling Procedure

TPS Xperts is committed to resolving all complaints objectively, transparently and within defined timeframes. All complaints are recorded, tracked and investigated by personnel independent of the matter under review.

1. Submitting a Complaint

Any complaint received in writing, by email or telephone regarding TPS Xperts' functions as a certification body, or a company certified by TPS Xperts, shall be fully reviewed and recorded in the complaint register. Complaints may be submitted to info@tpsxpert.com or via our Feedback & Complaints page.

2. Investigation Process

  • Acknowledgement sent to complainant with progress updates monthly until closure
  • Investigation conducted by personnel independent of the original matter
  • Root cause analysis performed and corrective/preventive measures instituted
  • If complaint is against an officer of TPS including MD, investigated by the Impartial Committee Chairman
  • Complaint closed within 45 days of receipt

3. Escalation of Complaints

If a complainant is not satisfied with the outcome, the complaint may be referred directly to the Accreditation Body (AB). Complaints not closed within the agreed timeframe shall be escalated to TPS Xperts' top management. Complaints unresolved after 3 months shall be brought to the attention of the AB.

4. Confidentiality

The entire complaint handling process meets confidentiality requirements as it relates to the complaint and its subject. Where applicable, certification will be restored as quickly as possible following resolution.

Suspension, Withdrawal & Scope Changes

TPS Xperts operates documented procedures for refusing, renewing, restoring, suspending, withdrawing and modifying the scope of certification in accordance with ISO/IEC 17021-1.

Refusing Certification

TPS Xperts may refuse certification where:

  • The client organisation is not ready to conduct Stage 2 audit within stipulated time
  • Major nonconformities have not been closed within the stipulated timeframe
  • Outstanding fees or dues remain unpaid
  • Audit team access to required information has been denied

Suspension of Certification

Certification may be suspended when:

  • The certified management system has persistently or seriously failed to meet certification requirements
  • The certified client does not allow surveillance or recertification audits at required frequencies
  • The certified client voluntarily requests suspension

Under suspension, certification is temporarily invalid. The suspended certificate may be restored within 6 months if the suspension issue is resolved. TPS Xperts updates the client directory and website status accordingly.

Withdrawal of Certification

If a suspended certification issue is not resolved within 6 months, TPS Xperts may withdraw the certificate or reduce the scope of certification. Upon withdrawal, the client must immediately cease use of all advertising matter referencing certified status and return the certificate to TPS Xperts.

Scope Reduction & Expansion

TPS Xperts may reduce the scope of certification when a certified client has persistently failed to meet requirements for that part of the scope. Scope expansion may be requested by the client where additional activities fall within TPS Xperts' competence and the audit team confirms no additional audit time is required.
